Text: Co-Chairs' Communique at Nagorno-Karabakh Talks in Key West
(Latest round of negotiations began April 3) (340)The French, Russian, and American co-chairs of the Nagorno-Karabakh peace talks in Key West, Florida say they are preparing "a new comprehensive proposal that addresses the problems and needs identified by the Presidents [of Azerbaijan and Armenia] that require solution to achieve peace."
They also say they remain united in their commitment to work directly with the presidents to find a political settlement to the conflict.
Following is the text of the co-chairs' communique:

COMMUNIQUE ON KEY WEST PEACE TALKS
At the invitation of the Co-Chairs of the OSCE Minsk Group, Azerbaijani President Heydar Aliyev and Armenian President Robert Kocharian came to Key West, Florida, April 3-7, to engage in peace talks to resolve the conflict over Nagorno-Karabakh. The concrete work here built upon the discussions the two Presidents had in Paris January 25 and March 4-5 hosted by President Chirac.
Serious and intense discussions were held over four days of work, utilizing a new format. This format was facilitated by the complete cooperation between the U.S., Russian and French Co-Chairs in an active mediation role.
The Presidents demonstrated goodwill and a strong commitment to resolve this conflict on the basis of mutual compromise. The Co-Chairs are preparing a new comprehensive proposal that addresses the problems and needs identified by the Presidents that require solution to achieve peace. During the talks the Co-Chairs continued their work in developing a peace proposal directly with the Presidents of the two states. That effort will continue.
The Co-Chairs countries remain united in their commitment to assist in finding a political settlement of the conflict. We will continue to engage the parties - all the way up to the highest level of our governments - to advance peace.
