Vafa Guluzade's
new book, "Caucasus Among Enemies and Friends" is a
compilation of speeches, essays, articles and interviews that
took place during the first decade of Azerbaijan's independence.
In an unprecedented achievement, Guluzade, a career diplomat,
served as political advisor to each of Azerbaijan's first three
Presidents-Mutalibov, Elchibey and Heydar Aliyev. He headed Azerbaijan's
delegation during negotiations with Armenia within the framework
of the OSCE Minsk Group and was President Aliyev's personal representative
in direct negotiations in regard to resolving the Armenian-Azerbaijani
conflict. He also was a member of Azerbaijan's National Security
Council.
His goal in compiling these writings is to provide the general
public with a personal perspective of some of the most significant
foreign political events in the life of Azerbaijan, with particular
emphasis on the Armenian-Azerbaijani conflict in regard to Nagorno-Karabakh.
Guluzade is known in the press for his outspokenness and frankness,
his firm positions related to the territorial integrity to Nagorno-Karabakh
within Azerbaijan, and his strong criticism of Russia's policy
in the South Caucasus. He resigned as advisor to President Aliyev
in 1999, after disagreeing with the proposed swap of territories
of Nagorno-Karabakh for the Megri district of Armenia. This proposal
was later rejected by Armenian President Robert Kocharyan.
"Caucasus" contains a brief biographical section, plus
a compilation of articles published in newspapers and magazines,
including Bakinsky Rabochiy, Zerkalo, Yeni Musavat, Azadlig,
Zaman (Turkey), Washington Times, Turan News Agency, Baku Sun
and Azerbaijan International magazine.
The book also includes transcripts from TV Bridges produced by
CNN International with V. Krikoryan and another by ANS TV with
Vasgen Manukyan (Former Prime Minister, Deputy of the National
Assembly and head of the National Democratic Union of Armenia)
It also includes an interview with Zhirayr Libaridyan, Former
State Advisor to President Ter Petrossian of Armenia. The book
includes speeches to Azerbaijani Parliament, and those made at
the 14th Monaco World Summit in 2002.
