This fall three Azerbaijanis - Fuad Akhundov, Tahir Karimov and Ramin Isayev-have begun studies at Harvard's John F. Kennedy School of Government, in a mid-career program that will lead to Master's degrees in Public Administration. In addition, four Azerbaijanis have enrolled in Kennedy School Executive Education Programs in public sector negotiations, national and international security and leadership. The participation of Azerbaijani students in Kennedy School programs is a component of the Caspian Studies Program at Harvard University. Based at the Kennedy School and organized by the Strengthening Democratic Institutions Project (SDI) of the Belfer Center for Science and International Affairs (BCSIA), these programs are sponsored by the U.S.-Azerbaijan Chamber of Commerce (USACC) via a consortium of companies - ExxonMobil, Chevron, Aker-Maritime, CCC and ETPM. The three-year program was launched at Harvard in October 1999 to help raise the profile of the Caspian region's opportunities and challenges and to utilize Harvard's resources to train new leaders who will shape the future of the region. The Azerbaijan Initiative includes USACC fellowships, which will fund four mid-career program students and ten Executive Education Program participants' studies at the Kennedy School over the next two years. The research agenda of the Caspian Studies Program is broader than just Azerbaijan and includes seminars that relate to both Caspian and Caucasus issues. Already numerous seminars have given Armenian and Georgian government representatives an opportunity to express their points of view about regional conflicts.
